NAJIB LAKSANAKAN PERI KEMANUSIAAN

Perdana Menteri Malaysia, Dato Seri Najib Tun Razak, adalah pemimpin Melayu pertama yang cenderung menilaikan kemanusia dan perikemanusian dengan mengumumkan; beliau akan mengkaji semula Internal Security Act (ISA) - Akta Keselanatan Dalam Negeri – dan membebaskan 13 orang tahanan di bawah akta tersebut dengan serta merta.
Pada ketika saya mendengar pengumuman sulung oleh Perdana Menteri baru itu, gua dada saya terasa sebak dan air mata mengalir atas pipi kerana terkenangkan ramai rakan saya sejak tahun 1948 hingga tahun 1980-an, zaman Perdana Menteri, Tun Dr. Mahathir Mohamad yang meringkuk dalam tahanan di bawah kuat - kuasa akta tersebut.
Saya mengalu-alukan hasrat dan ketegasan Najib Tun Razak, kerana dengan mengkaji semula akta tersebut, maka negara kita tidaklah terus menjadai negara menganiayakan manusia dan melanggar semangat kemanusiaan sejaga dan perikemanusiaan.
Walaubagaimanapun, cara, jalan atau ikhtiar patut dicari untuk mewujudkan keamanan negara dan rakyat, dalam sebuah negara yang rakyatnya berbilang kaum, berbeza agama dan padangan politik ini.
Sebenarnya, Akta Kelamatan Dalam Negeri bukanlah akta yang berunsur Islam.
Akta itu diwujudkan oleh penjajah Inggeris pada tahun 1948, yang pada masa Pasuruhjaya Tinggi British di Tanah Melayu, ialah, Sir Edward Gent dan pegawai Melayu bertaraf Menteri Dalam Negeri, Yang Dipertua UMNO, Dato' Onn Jaafar.
Tujuan utama diwujud dan dikuat – kuasakan Akta Keselamatan Dalam Negeri pada masa itu, adalah untuk menguatkan cengkaman penjajah Inggeris di Tanah Melayu, menentang gerakan Parti Komunis Malaya (PKM) yang berhasrat mengambil tempat penjajah Inggeris bagi memerintah dengan dasar komunisme ala Karl Mark – Mao Tse Tong di Tanah Melayu.
Orang – orang Parti Komunis Melaya, termasuk Setiausaha Agongnya, Chin Peng dan golongan pedagang Cina di Tanah Melayu, seperti Tan Cheng Lock, Leong yew Koh, Lau Pak Kuwan dan lain mengetahui hasrat Parti Komunis Cina (PKC) untuk memerintah Tanah Melayu dan menjadi negara Cina baru.
Mereka merenung ke hadapan, Tanah Melayu dan pulau -pulaunya akan menjadi negara diperintah oleh orang Caina seperti yang terejadi pada Singapura sekarang.
Walaupun para pedagang dan hartawan Cina di Tanah Melayu tidak cenderung kepada Parti Komunis Cina (PKC) dan Parti Komunis Malaya (PKM), tetapi kerana hasrat untuk jadi Tanah Melayu sebagai negara Cina baru, maka mereka menyokongnya secara sembunyi- sembunyi.
Sepanjang zaman darurat hingga Persekutuan Tanah Melayu telah mencapai kemerdekaan, terdapat sebilangan pedagang dan hartawan Cina membantu Parti Komunis Malay (PKM) dengan tujuan di atas dan untuk berlindungkan diri dari dibunuh olehb pengganas komunis.

Penjajah Inggeris melihat Parti Islam – Hizbul Muslimin,pimpinan Ustaz Abu Bakar Al Baqir (Gunung Semanggul), ditubuh pada tahun 1945, Parti Kebangsaan Melayu Malaya (PKMM), pimpinan Dr. Burhanuddin Helmi bersama Ishak Haji Muhammad dan dua sayapnya, Angkatan Wanita Sedang (AWAS) dipimpin oleh Shamsiah Fakeh dan Angkatan Pemuda Insaf (API), diketuai oleh Ahmad Boestamam ditubuhkan pada Oktober 1945, mengancam atau menggugat penjajah Inggeris, maka Inggeris melaungkan kepada dunia, bahawa Parti Hisbul Muslimin, PKMM, AWAS dan API telah bekerjasama dengan Parti Komunis Malaya (PKM) dan Presiden Indonesia, Soekarno untuk menggulingkan Raja – Raja Melayu dan memerintah Tanah Melayu dengan dasar republik.
Elok saya nyatakan, Parti Hizbul Muslimin mempunyai hala tuju perjuangannya untuknmenubuhkan sebuah negara Islam – Republik Islam di Tanah Melayu sebagai negara Islam yang diupoimpin oleh Nabi Muhammad s.a.w. di Madinah.
Parti Kebangsaan Melayu Malaya (PKMM) dan sayap-sayapnya mempunyai hala tuju perjuangannya sama dengan Parti Hizbul Muslimin, iaitu mernubuh dan mendaulatkan:
1 – Satu negara; Negara Melayu.
2 – Satu bangsa; Bangsa Melayu.
3 – Satu bahasa; Bahasa Melay.
4 – Agama Islam; Agama Negara.
Seperti percakapan Dato Onn Jaafar dengan saya pada tahun 1960 – pada masa beliau menerbit akhbar KRITIK, bahawa untuk mempertahankan UMNO (parti kanan, iaitu berkopromi dengan Inggeris) yang ditubuhkan pada tahun 1946, maka pada masa itu, beliau sebagai pegawai tinggi Inggeris bertaraf Menteri Hal Ehwal Dalam Negeri, telah menandatangani warkah persetujuan dengan Inggeris untk mewujudkan Undang – Undang Darurat 1948 dan Akta Keselamatan Dalam Negeri, di Tanah Melayu.
Beliau juga setuju, orang Melayu yang diluar UMNO dan berjuang dalam Parti Hizbul Muslimin dan sayap- sayapnya, PKMM, AWAS dan API (dikira borong) ditangkap dan ditahan dalam khemah – khemah tahanan, di bawah kuata kuasa Internal Securuty Act( ISA) – Akta Keselamatan Dalam negeri.
Ramai pejuang kiri (tidak berkopromi dengan Inggeris), iaitu dalam PKMM, AWAS, API dan parti Islam Hizbul Muslimin telah ditangkap dan di tahan dalam khemah - kehmah Tahanan di seluruh Tanah Melayu,
Di antara lebih 80 orang dari Hizbul Muslimin yang ditangkap ditahan dalam khemah – khemah tahanan, ialah: Ustaz Abu Bakar Al Baqir dan Abdul Raq Tamimi dan Ustaz Osman Hamzah (Hizbul Muslimin).
Din antara lebih 200 orang dari PKMM, AWAS dan API, ialah: Ishak Haji Muhammad, Ahmad Boestamam, Rashid Maidin, Wahi Anuar, dan Musa Ahmad.
Walaupun Dr. Burhanuddin Helmi Yang Dipertua PKMM, tetapi beliau terlepas dari ditangkap dan ditahan, kerana beberapa haru sebelum Undang – Undang Darurat dan Akta Keselamatan Dalam Negeri di istihar dan dikuatkuasakan, beliau berada di Singapura kerana menguruskan kelini homopatinya di sana.
Pada tahun 1951, iaitu sebelum Dato Onn meninggalkan UMNO, menurut Dato Onn Jaafar tindakan 'sermpang dua mata', iaitgu untuk selamatan penjajah Inggeris dan menghalang dari menggangu – gugat UMNO, maka dilancarkan tindakan menangkap mereka yang masih bergerak dalam PKMM, AWAS dan API.
Di antara lebih 300 orang yang ditangkap itu, ialah: Abdul Rashid Ali, Zainuddin Andika, Ismail Punjap, Abdul Rashid Karim.
Apabila Persekutuan Tanah Melayu telah mencapai kemerdekaan, menurut penjelasan Allahyarham Dato Abdul Razak bin Dato Hussein (Timbalan Perdana Menteri) kepada saya, bahawa beliau tidak setuju Akta Keselamatan Dalam Negeri diguna - pakai dalam negara kita, kerana undang - undang itu 'tidak adil' dan tidak berperikemanusiaan, tetapi kerana Perdana Menteri Tunku Abdul Rahman mahukan akta itu diguna pakai, maka ia dipakian hingga pada masa ini.
Pada tahun 1960 – an, kerajaan bertinda di bawah kuat - kuasa Akta Keslamatan Dalam Negeri untuk kenangkap mereka yang disangka melakukan pengkhianatan dan menentang kerajaan dan mereka dalam Socialist Front dan Parti Islam Se -Malaysia (PAS).
Setelah Perdana Menteri Tun Abdul Razak meninggal dunia dan Tun Hussein Onn menggantikan tempat beliau, dan Timbalan Perdana Menteri, Dr. Mahathir Mohamad, maka di bawah tindakan tegas Menteri Dalam Negeri, Tan Sri Ghazali Shafie (para wartawan menggelarnya, King Gaz) telah menggunakan Interna Security Act (ISA) untuk menangkap beberapa orang kepercayaan Tun Abdul Razak, di antara mereka itu, Dato Abdullah Ahmad (Setiausaha politik),Abdullah Majid, Setiausaha Politik kepada Timbalan Perdana Menteri, Sidik Ghaus dan wartawan Samad Ismail.
Ghazali Shafie memberitahu saya, bahawa tindakan menangkap Sidik Ghaus itu, ada kelainan sedikit, bukan kerana dia terlibat dengan KGB - Rusia atau sebersif, tetapi kerana tidak puas hati.
Menurut Ghazali Shafie, sebelum Dr. Mahathir Mohamd memegang jawatan Timbalan Perdana Menteri, beliau telah diberitahu oleh Hussein Onn,bahawa beliau aakan dilantik sebagai Timbalan Perdana Menteri Malaysia.
“ tapi saya tak dilantik kerana sekumpulan pemuda UMNO, diketuai oleh Dato Megat Junid telah menemui beliau, mereka menguagut,kalau saya dilantik jadi TPM, pemuda UMNO tidak akan menyokong kepada Dato Hussein,”kata Ghazali Shafie kepada saya.
Apabila Dr.Mahathir memegang jawatan Perdana Menteri Malaysia, beliau dengan kuasa di tangannya telah membebaskan semua individu yang ditahan itu.
Pada zaman Perdana Menteri, Dr. Mahathir Mohmad ramai individu yang disangka sebersif dan mungkin menggugat kekuatan beliau,telah ditangkap dan di tahan dalam khemah tahanan.
Setelah berlaku tragedi 11 September 2001, di Amerika Syarikat, sama ada Dr. Mahthir Mohamad cenderung megikut langkah Presiden G.W. Bush atau takut kepada tindakan Amerika Syarikat ke atas negara ini, maka, beliau telah mengarahkan Menteri Dalam Negeri, Dato' Seri Abdullah Ahmad Badawi menangkap dan menahan individu - individu (teremasuk yang membantu Taliba – Afghanistan menentang Rusia) dalam khemah tahanan di Kemunting.
Di antara merke itu, ialah putera kepada Menteri Besar Kelantan, Dato Nik Aziz, iaitu Nik Adli.
Tiga belas orang tahan akan dibebaskan serta merat seperti yang diumumkan oleh Najib Tun Razak itu, ialah, tujuh anggota Darul Islam Sabah, iaitu: Pakana Salama, A Artas A Burhanuddin, Francis Indanan, Mohd. Nazri Dollah, Mohd. Arsad Patangari, Idris Lanama dan Bin Sali Omar.
Dua pemimpinBarisan Bertindak Hak – Hak Hindu (Hundraf), ialah: R Kenghadharan, V Ganavatirau dan seorang anggota Jemaah Islamiah (JI) Wan amin Wan Hamat.
Tiga aorang warga asing,iaitu: Sundaraj Vijai (India), AmirHussein dan San Khaing (Myanmar).
